Almost every male Protestant in the town and the neighbourhood belongs to it, and the Rector of the parish is its chaplain.

Whether the Lord Lieutenant has to nominate a Local Government Board Inspector, or an Urban Council has to select a street scavenger, the principle acted on is the same.

No investigation is made about the ability or character of a candidate.
