They can investigate homes for immigrant girls and boarding-houses for working women.
Preventive work is better than reform measures, but both are necessary in dealing with this problem.

Women have still much work to do in securing reformatories for women.

New York is the first State to establish such reformatories for adult women.

Private philanthropy has offered refuges and semipenal institutions.
