This person had been chosen speaker successively to three Parliaments, was afterwards secretary of state, and always in great esteem with the Queen for his wisdom and fidelity.

He thinks it a more easy and safe rule in politics to watch incidents as they come, and then turn them to the advantage of what he pursues, than pretend to foresee them at a great distance.
