202-203. (CXV.) TO THEIR HIGH MIGHTINESSES THE STATES GENERAL OF THE UNITED PROVINCES, _Dec._ 1657:--A fit sequel to the foregoing, for it is the Letter Credential to GEORGE DOWNING, just selected to be his Highness's Resident at the Hague, and so the counterpart of Nieuport (ante p.
312).
"GEORGE DOWNING," it begins, "a gentleman of rank, has been for a long time now, by experience of him in many and various transactions, recognised and known by Us as of the highest fidelity, probity, and ability." He is, accordingly, recommended in the usual manner; and there is intimation, though not in language so strong as that of Lockhart's credentials to France, that "communications" with him will be the same as with his Highness personally.
