A large portion of the vessels _built_ were intended to replace others which had been lost, or were so decayed as to be broken up.
But it may be well to add here, the actual supplies voted for the sea-service, and for wear and tear, and the extraordinary expenses in building and repairing of ships from 1800 to 1815.

Our own naval returns are also so imperfect that it is impossible to form any very accurate estimate of the relative cost of construction and repairs of our men-of-war.
