Second: the permanent detention and segregation of all professional tramps.

Third: proper provision for men and women who are hopelessly crippled or disabled.

Fourth: establishment by the educational authorities, or by the State of reformatory schools, for youthful delinquents and juvenile adults regardless of physical weakness, deprivations or disease.

Fifth: compulsory education, physical, mental and technical, up to sixteen years of age.

Sixth: the establishment of municipal play-grounds and organised play for youths who have left school.
