Seventh: national and State-aided emigration to include the best of the "unfit." Eighth: the abolition of common lodging-houses, and the establishment of municipal lodging-houses for men and also for women.

Ninth: the establishment of trade boards for all industries.

Tenth: proper and systematic help for widows who have young children.

Eleventh: thorough inspection and certification by local authorities of all houses and "dwellings" inhabited by the poor.
Twelfth: housing for the very poor by municipal authorities, with abolition of fire-places, the heating to be provided from one central source.

The housing to include a restaurant where nourishing but simple food may be obtained for payment that ensures a small profit.
Thirteenth: more abundant and reasonable provision of work by the State, local authorities and for the unemployed.
