The increase in the yield of the taxes in the reign of Charles had been from 1,500,000 guilders[1] to 7,000,000 guilders.

In addition to this, immense loans had exhausted the credit of the government.

The royal domain was mortgaged.

As the floating debt of the Provinces rose rapidly the {250} government was in need of a grant to keep up the army.

The only way to meet the situation was to call the States General.
